天津市从2017年起全面启动高考改革，2020年高考采取“3+3”模式，不分文理科。英语能够考两次，去成绩高者计入总成绩。
高考综合改革采取“3+3”模式不分文理
高考综合改革的主体内容可以概括为“不分文理；两依据，一参考”。从2017年秋季入学的高一年级开始，将取消文理分科。从2020年起，统一高考科目将调减为语文、数学、外语3门，考试时间仍安排在每年6月份。其中，英语科目提供两次考试机会。从2020年起，高校招生录取总成绩由语文、数学、外语3门统一高考科目成绩和3门学生自主选择的普通高中学业水平等级性考试科目成绩构成，作为高校招生录取的基本依据。招生录取总成绩满分750分。其中，语文、数学、外语每门满分150分，3门普通高中学业水平等级性考试科目每门满分100分。也就是说，从2020年起，高等学校将依据统一高考和普通高中学业水平等级性考试科目成绩，参考高中学生综合素质评价进行录取。
关于考试科目与内容：合格性考试内容以国家发布的普通高中课程标准中必修课程的规定及要求为依据，共设置14门科目（语数外、理化生、史地政、音体美、信息技术与通用技术），引导学生认真学习每门必修课程，避免严重偏科。等级性考试内容以国家发布的普通高中课程标准中的必修和选修课程的规定及要求为依据。学生在完成必修内容的学习，对自己的兴趣和优势有一定了解后，根据自身爱好与特长及所要报考高校的要求，在思想政治、历史、地理、物理、化学、生物6门科目中自主选择3门作为等级性考试科目。
组织方式：思想政治、历史、地理、物理、化学、生物、语文、数学、外语9门科目的合格性考试，思想政治、历史、地理、物理、化学、生物6门科目的等级性考试，由全市统一命题、统一组织考试、统一评卷。信息技术、通用技术两门科目的合格性考试由全市统一命题、统一评卷，分区县统一组织；音乐、体育与健康、美术3门科目的合格性考试，外语科目单设的听力合格性考查，以及物理、化学、生物3门科目单设的实验操作合格性考查，由全市制定统一考核目标、考核范围和考核要求，分区县统一组织，各中学具体实施。 成绩呈现与使用：合格性考试成绩以“合格”、“不合格”呈现。合格性考试科目成绩合格是普通高中学生毕业及高中同等学力认定的主要依据。等级性考试成绩以等级呈现，位次由高到低分为A、B、C、D、E五等。学生自主选择的3门等级性考试科目成绩，将计入高校招生录取总成绩。在计入录取总成绩时，每门科目成绩由五等细化为21级，相邻两级之间的分差均为3分，起点赋分40分，满分100分。
考试安排
合格性考试安排在每学年的第二学期举行，实行全科开考，高中学校和学生可以根据自身的教学实际和学习状况，合理安排考试时间；每门科目的合格性考试，学生一般只能报考一次；对成绩不合格的学生，再提供一次考试机会，与该科目下一次合格性考试同时进行。等级性考试限参加当年高考的学生参加，考试安排在高三年级第二学期的5月中下旬举行。每门科目的等级性考试，学生只能报考一次。
志愿填报
学生在选报志愿时，自主选择的等级性考试科目与招生院校的科目要求至少要有1门相一致，方可报考；同时，学生还要关注招生高校对于高中学业水平考试和综合素质评价的具体要求填报志愿。也就是说，学生要综合考虑自身兴趣特长和高校选才要求两个方面的因素进行志愿填报。若高校没有确定等级性考试科目范围，表明学生在报考该专业（类）时无科目限制，均可报考。
高中学生综合素质评价的使用
高中学生综合素质评价的主体内容：突出学生的思想品德、学业水平、
身心健康、艺术素养、社会实践等方面，反映学生德智体美全面发展情况和个性特长，注重考察学生社会责任感、创新精神和实践能力。
高职院校分类考试招生
从2017年起，市属高职院校在津招生计划主要安排在春季招生，分别招收普通高中毕业生和中职学校毕业生，春季招生将成为市属高职院校在津招生的主渠道。基本形成与统一高考相对分开、符合职业教育特征的高职院校考试招生制度。被春季高考录取的学生，可不再参加统一高考。
高职院校通过春季高考招收普通高中毕业生，将依据学生普通高中学业水平考试成绩、职业适应性测试成绩，参考高中学生综合素质评价进行录取。职业适应性测试将由现行的1科综合能力，增加为综合能力和技术两科，实行全市统一命题、统一组考、统一评卷。
高职院校通过春季高考招收中职学校毕业生，依据文化基础与职业技能相结合的测试成绩进行录取，测试实行全市统一命题、统一组考、统一评卷。其中，文化基础考试科目保持不变，仍为语文、数学、外语；职业技能考试由现行的统一类别细分为工程技术类、管理服务类和艺术体育类，学生可自主选报1个职业技能类别。
完善自主招生
一是高校自主招生安排在统一高考后进行。二是申请学生要参加全国统一高考，达到相应要求，接受报考高校的考核。三是试点高校依据高考成绩和学校自主考核情况，参考普通高中学业水平考试成绩和高中学生综合素质评价，选拔具有学科特长和创新潜质的学生。四是符合高校要求的学生在公布高考成绩后单独填报自主招生志愿，在本科一批录取前完成录取。五是要进一步规范录取程序和要求，加强信息公开公示，确保公平公正。
