贯彻落实中央改进工作作风、密切联系群众《八项规定》
和《实施细则》实施办法
为进一步改进工作作风，推进为民务实清廉机关建设，办好人民满意教育，根据中央《八项规定》和《实施细则》，结合州教育局实际，制定本办法。
一、改进调查研究
1.深入开展调研。每年年初，根据全州教育工作重点及群众关心的热点难点问题，拟定教育局年度调研选题和调研计划。局领导和各处室负责人带着问题深入一线，多实地蹲点、多走进学校、多走访师生、多接触群众，总结经验，解决问题，推动工作。既要到工作开展好的地方去总结经验，更要到困难较多、情况复杂的地方去解决问题，防止调研工作走形式、走过场。领导干部要带头撰写调研报告。局领导到基层调研，处室陪同人员不超过2人；不同时或轮番到同一县（市）或学校开展调研，不准搞基层单位领导班子集体接待。
2.加强基层联系。每位局领导定点联系1-2个县（市）和3-4个州直系统单位，加强与联系点的沟通，结合专项工作到联系点走访调研，牵头接待联系点领导来州局商洽工作，向局党委报告联系点教育工作重大问题并提出工作建议。
二、热情服务群众
3.畅通意见渠道。完善与人大代表、政协委员联系沟通机制，主动听取人大代表、政协委员对建议、提案办理工作的意见。健全教育局监督举报电话(邮箱)接听受理机制，及时处理和回复群众意见。依法受理申诉，认真做好行政复议。
4.推进政务公开。减少行政审批事项，简化和优化行政审批程序。教育行政审批事项一律实行网上公开。进一步完善办事公开制度，全面推动职能公开、依据公开、程序公开、收费公开、结果公开、监督公开。
5.完善信访接待。按照国家、省、州有关信访要求，对重点信访案件局主要领导或分管领导要亲自研究，有关处室负责人要认真参加信访接待，共同做好政策解释、疏导教育和信访事项办理工作。
6.提高工作效能。广大机关干部不得刁难或以粗暴方式对待服务对象；对职责范围内应当办理的工作事项不得拒绝受理、顶着不办或超过规定时限办结。不得参与非法招生。
三、精简会议活动
7.减少会议数量。实行会议计划审批制度，不在局年度会议计划和季度会议计划之外临时动议召开覆盖各县（市）的会议。减少会议活动数量，能不开的坚决不开，可以合并的坚决合并，严格控制处室组织召开的工作会议。未经批准，不以教育局名义举办或参与举办各类论坛，严禁以处室名义主办或参与举办各类论坛和赛事。
8.控制会议规模。会议只安排与会议内容密切相关的单位及人员参加。可由处室负责人出席的会议不请分管局领导出席，可由分管局领导出席的会议不请局主要领导出席。会议议题涉及多位局领导的，原则上只安排主持会议和讲话的局领导出席。从严控制会议规模和规格，未经局党委批准，不得要求县（市）教育局或直属单位主要负责人出席会议。处室组织召开的工作会议，原则上只请县（市）教育部门和直属单位对口处室负责人出席。
9.提高会议实效。要科学安排会议日程，开短会，讲短话，力戒空话、套话。充分运用信息技术手段改进会议形式，主要以视频会、电视电话会等简约高效的形式开会。全州性工作会议一般不超过半天，视频会和电视电话会一般不超过1个小时。局领导在全州性工作会议上的讲话一般不超过1个小时，会议交流发言每位不超过8分钟。
10.严控仪式性活动。局机关干部一律不出席县（市）、学校自行举办的表彰会、庆祝会、成立会及奠基、启动、挂牌、签字等活动，不以个人名义题词或发贺信、贺电，教育局一律不作为同贺单位，一般不为学校校庆发贺信，原则上局领导不出席校庆活动。倡导学校校庆活动面向本校师生和校友，不邀请党政机关领导出席。
四、精简文件简报
11.减少文件简报数量。没有实质内容的文件一律不发。已有明确规定且仍然适用的，一律不再重复发文。凡是通过新闻媒体
公开发布的事项，不再印发公文。凡是不涉密的文件、通知等一律通过电子邮箱发送，不再印发纸质公文。
12.提高文件质量。大力推行“短实新”文风，文件简报观点鲜明，言之有物，减少一般性论述。公文一般不超过3000字，最长不超过5000字，向州政府请示或报告事项的公文，一般不超过3000字。
五、减轻基层负担
13.加强工作统筹。召开会议、印发文件、开展工作要充分考虑基层的承受力，不提不切实际的要求。严格控制各类检查、评比、评估、验收、表彰等活动，确需开展的，须在每年年初向局党委申报。
14.简化接待。机关干部到地方及学校开展工作，应轻车简从，不搞接待，不给地方和学校添麻烦。县（市）教育行政部门同志一律不到车站、高速路口和辖区边界迎送。到学校开展工作，只要具备条件，一律在学校食堂和招待所安排食宿并严格执行标准。严禁干扰学校正常教学、科研、生活秩序。严禁使用欢迎标语或打欢迎字幕，严禁师生迎送，严禁举办师生专场文艺汇报表演。
六、严明工作纪律
15.严格遵守作息时间。广大机关干部要按时上下班，不得迟到、早退，外出必须请假，中途不得无故离岗。
16.禁止上班时间做与工作无关的事情。坚决禁止上班时间上网玩游戏、看电影电视剧、聊天、购物、炒股，严禁上班时间睡
觉、吃零食、串岗闲聊等行为发生。
17.禁止工作时间饮酒。坚决杜绝工作时间中午饮酒且酒后上岗。不得在工作时间会客、喝酒。严禁公款大吃大喝。
七、改进新闻报道和文稿发表
18.改进新闻报道。教育媒体要多宣传党和国家的方针政策和对教育的关怀重视，多宣传地方和学校的做法经验，多宣传广大师生的典型事迹，多宣传社会各界对教育的关心和支持。除涉及重要会议、重大活动和重大事件外，局领导的新闻报道一般不在延边电视台教育之窗栏目播出，其他确需报道的内容要缩短时长。
19.规范文稿发表。确属工作需要的，局领导工作讲话通过教育局门户网站摘要发表。局领导一般不担任出版物主编，不以个人名义作序。未经批准，各处室不得组织编写出版各类书籍、资料，不得要求基层和学校订购。
八、厉行勤俭节约
20.压缩办公经费。减少公务接待，控制接待标准，压缩经费开支，反对讲排场、比阔气，杜绝铺张浪费。严格执行公车管理有关规定，实行单车能耗、费用管理台帐制度。从严安排出差，严格执行报批程序。实行固定资产最低使用年限制度，严禁超标配备办公设备。
